蔡 昉
1956年9月生于北京,先后毕业于中国人民大学、中国社会科学院研究生院。经济学博士。曾在国外多所大学任访问学者。中共十七大、十八大代表;第十一届全国人大代表、全国人大常委会委员、中国社会科学院国家高端智库首席专家、学部委员,第十三届全国人民代表大会常务委员会委员、农业与农村委员会副主任委员,中国人民银行货币政策委员会委员、兼任人力资源研究中心主任。1995年始任博士生导师。
20世纪90年代以来分别获得“做出突出贡献的中国博士学位获得者”、国家级“有突出贡献的中青年专家”、出国留学人员杰出成就奖等表彰。2003年3月28日在中共中央政治局集体学习中就“世界就业发展趋势和我国就业政策研究”进行了讲解。近年获第二届张培刚发展经济学优秀成果奖;第四届中国发展百人奖;第四届中国农村发展研究奖。被评选为“影响新中国60年经济建设的100位经济学家”之一。
兼任中国人口学会副会长、全球变化人文因素国际项目中国委员会副主席、中华全国青年社会科学工作者联谊会副会长、农业部软科学委员会委员、国家人口和计划生育委员会专家工作委员会委员、国家规划专家委员会委员、内蒙古自治区等一些省市顾问。《中国社会科学》、《经济研究》等刊物编委,《中国人口科学》杂志主编;国内外多家著名杂志审稿人。中国经济50人论坛成员。曾先后多次担任世界银行、亚洲开发银行、联合国开发计划署、经济合作与发展组织、国际劳工组织等国际组织项目顾问。担任 美国科学院项目顾问、2009年《人类发展报告》顾问委员会成员、世界经济论坛人口理事会成员、英国皇家学会人与地球工作组成员、国际经济学会第16届世界大会筹委会委员、分会主持人。
主要研究领域包括:“三农”问题的理论与政策、劳动经济学、人口经济学、中国经济改革、经济增长、收入分配和贫困等领域。目前正在主持国家社会科学基金重大项目《未来5至10年我国就业形势和就业政策》、中国社会科学院重大项目《老年化与中国经济增长潜力研究》、世界银行项目《非正规劳动力市场和经济转型:经济危机下中国的就业规则及调整》、加拿大国际发展研究中心委托项目《非正规性、贫困与增长:中国和印度发展进程中就业问题研究》、国家发改委委托项目《十二五时期劳动力市场状况与城市化预测》等。
2005年以来出版著述或主编中文专著25部,个人文集5部,英文著作4部,发表中文论文约200篇,英文论文41篇。包括:专著《科学发展观与增长可持续性》、《中国经济》、《中国劳动力市场的发育与转型》、《刘易斯转折点——中国经济发展新阶段》等,主编《中国经济转型30年》、《中国人口与劳动问题报告》系列专著等。
