中国是世界人口第一大国，中国的人口问题一直为全球所关注。自我国学者提出中国2004年进入刘易斯转折阶段以来，人口绿皮书此后几年都围绕这一前提，对中国劳动力供应的情况进行逐步深入的研究，继去年提出通过教育提高劳动生产率以缓解劳动力供给不足的压力之后，今年，针对金融危机后的就业机会与劳动力提供情况，本书展开了分析。

前言
受经济社会发展以及人口转变因素影响，中国经济在2004年以后逐渐步入刘易斯转折点，表现为劳动力短缺和普通劳动者工资水平的提高。然而，2008年、2009年中国经济受到世界金融危机的不利影响，劳动力市场也经历了冲击。到2009年底，中国经济已经成功地实现了V字形的复苏，失业也得到控制，2010年春节之后还发生了普遍的民工荒现象。刘易斯转折点是否会在金融危机之后继续发挥其对中国经济社会的影响，劳动力市场和社会保障领域面临怎样的挑战？这是本书所收集的各篇报告尝试回答的问题。
按照以往的结构，本书分为两篇，分别是有关就业和劳动力市场形势的专题报告，以及分析性的报告。在第一篇中，我们收入了不同政府部门提供的关于农民工情况的报告。虽然这些报告基于不同的调查，信息有一定的差异，但反映了相同的趋势。这些报告构成我们对农民工状况的认识基础。
在第二编的各章中，我们提供了关于人口发展趋势，以及基于人口预测做出的劳动力供给分析的报告。我们还提供了从不同角度分析后金融危机时代劳动力市场和社会保护面临的挑战的报告。一方面，我们继续争论中国经济所处的发展阶段。就这个问题，虽然事实变得越来越明显，学术界和政策界仍然众说纷纭，莫衷一是。特别是对于劳动力供求关系的判断，远没有达成一致的认识。我们希望，本书提供的分析，能够说明劳动力市场供求关系的确发生了根本性的变化。另一方面，本书编者和作者绝非低估劳动力市场仍然面临的挑战。我们通过对劳动力市场主要参与者的分析，说明了未来哪些群体会主要面对哪些就业困难。更重要的是，中国要保持可持续增长，就需要顺应经济发展阶段的新需求，探寻经济增长源泉，包括从劳动力市场领域、人力资本培养领域和社会保护领域。
除了中国社会科学院人口与劳动经济研究所的研究人员外，我们还邀请了国家统计局、农业部农村经济研究中心、人力资源和社会保障部、中国人民银行、北京大学、美国华盛顿大学等单位的作者，力图反映更加广泛的研究成果和不同观点。
