International Symposium on Urban-Rural Welfare System Integration ( April 16, 2009 )

On April 16, 2009, the “International Symposium on Urban-Rural Welfare System Integration” was held in Chengdu Shangri-La Hotel, and co-organized by the Institute of Population and Labour Economics, CASS, Chengdu Academy of Social Sciences, and the Ford Foundation. Attendants included: Cai Fang, Director of the Institute of Population and Labour Economics, CASS; Liu Conglong, Deputy Director of Employment Promotion Department, Ministry of Human Resources and Social Security; Liu Conglong, Deputy Director of the Department of Pension Insurance, MOHRSS; Sheng Laiyun, Deputy Director of Department of Rural Social and Economic Survey, NBS; Tang Min, Deputy Secretary General of China Reform Foundation; Liu Xitang, Department of Social Relief, Ministry of Civil Affairs; Bai Nansheng, Professor of the School of Agricultural Economics and Rural Development, Renmin University of Chian; Kathleen Hartford, Project Manager of the Ford Fundation; Wang Zhijun, Deputy Director of Human Resources and Social Security Department of Sichuan Province; He Huazhang, member of Chengdu CPC Standing Committee, and Director of Propaganda Department; and some scholars and political officials from Sichuan Province, Chengdu City, and relevant cities and counties. Professor Cai Fang gave a speech. He Zhanghua attended the conference and confirmed its importance. Firstly, Du Yang, Professor of the Institute of Population and Labour Economics, reported the progression of “Urban-Rural Welfare Integration” project, introduced the research methods of multi-level discussion with scholars, policy makers and domestic practitioners, and summarized the results of solving the problems of social welfare system from the aspect of integrating urban-rural social security as a whole. Attendants discussed in four topics: integration of migrant worker employment and social security, integration of pension insurance, integration of minimum security, and integration of urban-rural welfare system. 12 scholars presented upon these topics.
